BEIJING: China and Pakistan have announced a packed military exchanges' schedule in 2011. This would include two joint military exercises, Chinese media quoted visiting Pakistan Joint Chiefs of Staff Committee chairman Gen Khalid Shameem Wynne as saying on Wednesday.

The two countries would participate in a multinational naval drill in March besides two bilateral army and air force exercises.

Chinese People's Liberation Army chief Gen Chen Bingde told the Pakistani general that China is willing to work with his country to develop the mechanism of defence and security talks, deepen strategic cooperation and contribute to the peace, stability and common development in the region and the world, the official Xinhua news agency reported.

Gen Wynne said ties between the two countries are based on the principle that the China has a role in maintaining regional peace and stability. ``That's why we can move forward on joint efforts on the development of sophisticated weapon systems, including aircraft and tanks, and in the area of anti-terrorism,'' he said.

Earlier, Gen Chen said China is devoted to pushing forward relations between the two militaries at the 8th round of China-Pakistan Defence and Security Talks in Beijing on Wednesday. The two sides pledged to enhance strategic communication and cooperation between their militaries. The mechanism of defence and security talks was launched in 2002.

Gen Wynnes visit is significant as Beijing is worried about the impact of revolutions spreading through Middle East and its possible influence on its separatists on the China-Pakistan border. Reports in official Chinese media said the two countries did not discuss this issue. But the Chinese are likely to discussed it as the Pakistani military, often accused of being pro-US, is equally worried about the developments.

India wants China to be more 'sensitive' on Pakistan issues

NEW YORK: Noting that India and China share a complex relationship, foreign secretary Nirupama Rao underlined that Beijing needs to be more "sensitive" towards India's concerns in its dealings with Pakistan.

During her talk at The New School, Rao said that India was not against Pakistan's relationship with other countries but New Delhi had some genuine concerns about some aspects of the relationship between Beijing and Islamabad.

China's support for Pakistan's nuclear ambitions, Rao said, was an area where India was "seeking more clarity and transparency" and "welcomed an open discussion."

The Indian official also said New Delhi took strong exception of China's policy to issue stapled visas to residents of Jammu and Kashmir and its presence in Pakistan- occupied Kashmir.

The relationship between India and China, she said, "would be stronger when China shows more sensitivity on issues that impinge on our sovereignty and territorial integrity."

Both sides, Rao said, were working to resolve the boundary dispute.

The current talks, she said, were a "serious attempt to arrive at a fair and mutually acceptable statements for both side."

In response to a question, Rao noted that unlike the US, China had not yet openly endorsed India's candidacy for a permanent seat in the United Nation's Security Council.

"China is not expressing itself openly in terms of India's candidacy," she said, adding Beijing would not block India from getting a seat when the matter came to a vote.

Currently 128 out of 192 countries in the UN support India's permanent presence in the Security Council, according to Indian officials.

China using Pakistan to slow India's growth: Former US envoy

WASHINGTON: Relation between India and China has deteriorated in last 18 months and is unlikely to get better, a former US Ambassador to India has said and he shared the perception of many Indian strategic thinkers that Beijing is using Pakistan to slow India's rise.

"I think it's fair to say now that China-India relations are not very good and in fact have been deteriorating for about last 18 months," Robert Blackwill, former US Ambassador to India said in a conference call with reporters in a briefing on Obama's India visit.

"The Indians have a long list of Chinese transgressions, which in my judgment are accurate, having to do with Chinese policy on Kashmir and on the border dispute between the two countries and the so-called 'ring of pearls' of Chinese quasi-military installations in Bangladesh and in Sri Lanka and in Pakistan and so forth," he said.

Blackwill is currently the Henry Kissinger Senior Fellow for US foreign policy at the Council on Foreign Relations - a prestigious US-based think tank.

"So the relations aren't very good between the two. The Prime Minister keeps saying, and I think deeply believes, that there's no reason why India and China could not have a good long-term relationship. But it isn't clear that same degree of enthusiasm for that end state is felt in Beijing," he said.

Many Indian strategists think that think there's some evidence that China's preoccupation with Pakistan and its long-time close links is closely connected to the Chinese realisation that if India is preoccupied, if not pinned down by cross-border terrorism from Pakistan and problems in the India-Pakistan relation, that it will slow the rise of India as a great power.

"In other words, China using Pakistan to slow India's rise," Blackwill said.

"So China-India relations are not good, and I myself don't think they're going to get very much better on the geopolitical and security side. Now on the economic side, they're thriving, and of course, that's good for both countries," he said.

"The Indians have no interest in thoughts of containing China, a concept that one sees in the American media from time to time. No way faster to clear a Delhi drawing room than to begin to talk about containing China.

"But what India would like is an agreement with the US that over the long term, the US and India will keep in close touch, both to the issue of Chinese behaviour and trying to decipher it, and second, close touch on trying to shape Chinese external behaviour in a positive way," Blackwill said.

BEIJING: A senior Chinese defense official has justified Beijing's sale of warships and submarines to Pakistan on the ground that India was buying similar systems from Russia and the United States. He indicated that China was conscious India might be worried about the sales.

"The initiative may invite concerns from its neighboring countries. But the doubts are unnecessary," Zhai Dequan, deputy director of China Arms Control and Disarmament Association, was quoted as saying in the official media.

The statement came in the midst of efforts by Norman Bashir, chief of Pakistan's naval staff, to persuade Beijing to sell higher capacity ships as compared to the F22P frigates that China begun delivering last June.

Zhai said Pakistan's desire for high capacity systems is normal for an independent nation seeking to bolster its security. India has also entered into large deals for military hardware from the US and Russia, he said.

"India's aircraft carrier has already cost it billions of US dollars," Zhai said.

Bashir, who met Chinese Defense Minister Liang Guanglie on Friday, said Pakistan was keen on buying bigger ships and more JF-17 fighter planes from China apart from the submarines. Pakistan will buy more weapons including missiles from China in future, he said.

"The F22P frigate is about 3,000 tons, and now we are talking about 4,000-ton ships. These are very big projects and we think the cooperation is important for both countries, especially Pakistan," he said.

Pakistan booked four F22P frigates from China in 2005 and the first one began sea trials last year. Islamabad followed it up with another order of four more ships of same kind in 2007, the Chinese media said.

Bashir showered fulsome praise on Chinese warships saying they use the latest technology, and have the all-round capability to target surface ships, aircraft and submarine.

"The F22P frigate can be deployed to complete multitasks. The ship is balanced for offense and defense, and can be used in both peace and war time, if there is a war," he said. This is his third visit to China this year.
