Deputy Chairman of Planning Commission Montek Singh Ahluwalia on Friday said there had been significant progress in negotiations between India and the U.S. on the Avoidance of Double Taxation on Social Security (Totalisation Agreement).

Inaugurating the seventh Indo-U.S. Economic Summit organised by the Indo-American Chamber of Commerce, Dr. Ahluwalia said the Double Taxation Avoidance Treaty had been given importance in the Indo-U.S. economic dialogue and in the Indo-U.S. CEOs Forum. However, the issue has not been resolved as yet since there are some complex issues that need to be addressed.

“The position is much better than what it was some years back,” he added.

Calling for greater cooperation among small and medium enterprises (SMEs) in India and the U.S., Dr. Ahluwalia said that there could be enormous opportunities for businesses in both the countries if they systematically tapped this segment of business. At present, the Indo-U.S. economic engagement is mostly dominated by higher technology, financial and defence issues.

Dr. Ahluwalia said the approach paper on the XII Plan would be ready by April or May this year. To make it participative, the Planning Commission is inviting comments from all segments of the society, including through Facebook. Talking to reporters, he said that inflation was not induced by price spiral of the cereals but on account of the prices of vegetables and fruits.

He expressed the hope that inflation would be under check by the end of this fiscal.
